Victoria Garcia Wilburn

Indiana House District 32 (Incumbent)

Better Indiana, an independent, grassroots political action committee, has endorsed Rep. Victoria Garcia Wilburn, the Democrat incumbent for Indiana House District 32.

This is Wilburn’s first defense of the seat she won in 2022. Better Indiana was a major supporter in her race and once again believes that it is a critical race to win. Rep. Garcia Wilburn has shown to be a capable leader who deserves to return to the Statehouse. 

“My work in the Statehouse, reflects the values of our district, supporting public safety, ensuring every child has the tools to thrive, and promoting economic prosperity by building healthy communities,” Wilburn states. 

Two years ago, running against Republican Fred Glynn, Wilburn earned 12,508 votes – or 50.5% of the vote, winning by less than 300 votes in one of the states most competitive districts. Garcia Wilburn’s win was seen as a victory for centrist legislation and an affirmation that Indianapolis suburbs are interested in legislators who will represent the the middle class, the middle of America, and the middle of the political spectrum.

Wilburn has demonstrated that she can work across the aisle with her Republican counterparts, but feels that bipartisan legislation is hindered by the supermajority.  Many in the Republican supermajority in the Indiana House are out of touch with the challenges Hoosiers face. 

“We must continue to remain committed to the constituents we serve. Many of you have heard me say, the will of the people is greater than partisan politics and now I have a record in the Statehouse that proves my words. I am committed to the prosperity of the people while ensuring the most vulnerable among us are not left behind and yet there is more work to do. I remain steadfast to the work that is inspired by the issues you present to me,” Wilburn shared.

Rep. Garcia Wilburn grew up in a working class neighborhood in the Chicago suburbs where her father instilled in her union values and she was inspired by her mother’s small business innovation. She earned a degree in occupational therapy as a first-generation college student and started her path as a clinician and public health advocate. In 2005, Victoria and her husband, Christopher, a lawyer and former police officer, chose to make Indiana home. Victoria’s awareness of public safety issues and the need for healthy, accessible communities deepened during this time of her husband’s police service. They grew their family, welcoming three children while Victoria completed both her master’s and doctoral degree in health science from the University of Indianapolis. Wilburn has dedicated her career to improving the well-being of Hoosiers and advocating for accessible healthcare. Her work has been instrumental in increasing central Indiana resources for children and families affected by substance use disorders and in training future health care professionals in trauma informed care.

Rep. Garcia Wilburn’s top priorities are supporting our first responders and strengthening public safety, ensuring families thrive by improving access to excellent education and healthcare for a high quality of life, and investing in small business and improving the wage gap to ensure economic prosperity.

About House District 32: The district includes portions of the Northside of Indianapolis known as Nora, the Southside of Carmel and all of Delaware Township in Fishers. It is a relatively new district that resulted from the 2021 redistricting by the GOP. Rep. Wilburn defeated Fred Glynn in 2022 in a closely contested race. District 32 is representative of the suburban districts that have become competitive as traditional Republicans cede authority to the far right policies of Donald Trump, Jim Banks, and Micah Beckwith. The GOP candidate in HD 32 is Patricia Bratton. 

Better Indiana’s 2024 endorsements: Rep. Wilburn is Better Indiana’s first endorsement of the 2024 election cycle. Better Indiana will be endorsing in competitive Statehouses races with a focus on central Indiana House races that will play a pivotal role in trying to end the GOP supermajority and bring back balance and representation that Hoosiers deserve from their legislative bodies. In past cycles, Better Indiana has endorsed and provided financial support for key leaders like Sen. JD Ford, Sen. Andrea Hunley, Rep. Carey Hamilton, Rep. Renee Pack, Rep. Mike Andrade, and Rep. Mitch Gore. In the 2023 municipal cycle, Better Indiana endorsed in 6 mayoral races where four Democrats successfully reclaimed City Hall.
